The Department oversees a broad range of New Mexico's arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services.

The New Mexico Historic Preservation Division (NMHPD) operates statewide in cooperation with federal, state, and local government agencies, Native American Tribes, and the general public to preserve and protect the state's cultural properties through a variety of programs including the state and national register, income tax credits for the preservation of cultural properties, archaeological permits, Site Watch, compliance review, and the administration of grants. Why does the job exist?

The NMHPD has a statutory responsibility to maintain a statewide inventory of cultural resources and cultural resource investigations. This position exists within the Archeological Records Management Section (ARMS) of NMHPD to maintain the New Mexico Cultural Resource Information System online database, ensuring the quality of automated cultural resource data, and meeting the information retrieval needs of cultural resource professionals, federal, state, local and tribal agencies, academic researchers, and members of the public


How does it get done?

1. Responsible for automating cultural resource data. Enter incoming and legacy cultural resource and cultural resource investigation data into the New Mexico Cultural Information System (NMCRIS) on-line application in a timely manner, register new resources and investigations where necessary, create, update, and edit geographic representations of resource and investigation boundaries in the NMCRIS GIS server, create digital files and incorporate them into NMCRIS and/or the HPD digital repository.


2. Ensure Data Integrity. Review and crosscheck data in the NMCRIS database, cultural resource forms, investigation reports, and other records for accuracy, internal consistency, and adherence to current cultural resource data standards. Annotate paper and database records regarding irregularities in the identification, interpretation, or documentation of cultural resources. Edit legacy data for accuracy and consistency with standards. Check and validates GIS features added to the GIS server by external users and legacy GIS features carried over from previous iterations of the application. Maintain geospatial metadata. Identify database cleanup needs and collaborate with management and other staff to design and implement data cleanup solutions. Interface with cultural resource professionals within federal, state, local, and tribal agencies to perform the data concordance between information systems necessary to identify and recover missing or incomplete cultural resource information.


3. Incorporate Historic Architectural Data. Enter information about historic buildings, structures, objects, and districts into the NMCRIS application. Collaborate with management and other staff to develop data entry and quality review policies and procedures for historic resource data. Identify, organize and register legacy historic resource records and correctly associate the resources with cultural resource investigation reports. Identify and resolve instances of duplicate resource and investigation records. Help develop workflows and protocols to associate historic districts with individual records of their contributing resources. Provide guidance and technical assistance to external NMCRIS users on the use of the online HCPI form and data standards for historic resources. Create, update, and edit geographic representations of historic resource boundaries in the NMCRIS GIS server; create digital files and incorporate them into NMCRIS and/or the HPD digital repository. Work with other HPD staff and DCA IT staff to make historic resource data more widely and easily accessible.


4. Facilitate Access to Cultural Resource Data. Respond to phone, email, and fax requests for information and data retrievals from remote users. Advise cultural resource professionals and the public on the potential use of HPD cultural resource data in their research and suggest research strategies. Design and implement complex database queries to meet researchers¿ information needs and help researchers synthesize and interpret the results. Provide technical training on the NMCRIS application and application troubleshooting to external Qualified Users. Answer user questions regarding NMCRIS data entry procedures and reporting functions. Participate in application testing and review of the NMCRIS application as part of a user group.


Who are the customers?

Historic Preservation Division staff, federal, state, local and tribal agencies, including multiple partner agencies who support the bureau's mission through cooperative agreements and contracts for services, qualified cultural resource consultants, and academic researchers.


Ideal Candidate

* Graduate degree in Anthropology/Archaeology or a closely related field;
* Two and one-half (2 1/2) years full-time professional experience in archaeological survey, excavation, laboratory analysis, and/or reporting;
* One or more years professional experience utilizing relational database management systems (rdbms) and geographic information systems (gis) to manage data about archaeological sites or historical resources;
* Previous experience with spatial coordinate and projections systems, common geoprocessing tasks, spatial and attribute queries, cartography and map reading.
* Basic to intermediated knowledge of computer operating systems, web browsers, software applications and digital file management.


Minimum Qualification

Bachelor's degree in Anthropology, Cultural Anthropology, Archeology, History, Geography, American Studies, or a similar discipline as it pertains to the essential duties and responsibilities of this classification and four (4) years of experience providing technical GIS support, including an understanding of New Mexico archeology or the archaeology of the American Southwest. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.


Employment Requirements

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid New Mexico Driver's License.


Working Conditions

Extensive personal computer and telephone use with extended periods of sitting. Must be able to lift 25 lbs.
