Investigator (Compliance Specialist 2)

The Oregon Government Ethics Commission (OGEC) is hiring a new Investigator (Compliance Specialist 2)!

As an OGEC Investigator, duties include:

  • Reviewing investigation requests/complaints alleging possible violations of Oregon's Government Ethics Law, Lobby Law, and Public Meetings Law
  • Evaluating and determining whether OGEC should proceed with an investigation
  • Conducting thorough investigations into possible law violations
  • Drafting lengthy reports outlining relevant details related to the complaint, identifying applicable statutory provisions and recommending OGEC action
  • Assessing civil penalties for non-compliance with Oregon laws/rules
  • Explaining Government Ethics Law, Lobby Law, and Public Meetings Law and rules
  • Answering the public's questions about OGEC's jurisdiction
  • Presenting reports to OGEC's Commissioners at public meetings
  • Providing written and verbal advice to public officials, lobbyists, and members of the public

Salary: $4,952-$7,587/ per month Non-PERS Rate

$5,296-$8,116/ per month PERS Rate

What we are looking for:

Your application must demonstrate education and/or experience in the following:

Four years experience doing administrative research that included compiling and evaluating facts to recommend management action or to decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Transcripts may be required if you are using education to qualify during the candidate selection process.

  • Identify relevant and pertinent facts and information from phone calls, interviews and documents

  • Adapt communication styles to fit situations as they arise
  • Write thorough and logical reports that reach conclusions and make recommendations supported by law and fact

  • Maintain a professional exchange of perspectives
  • Demonstrate a willingness to contribute to a positive, respectful, and productive work environment

Working conditions:

  • This is a hybrid position, except during the onboarding period. Telework will be an option regularly (2-3 days a week), but Investigators will need to be in the office (in Salem) dependent on business, operational, or staffing needs.
  • May require rare weekend or evening hours.
  • Position involves a high workload volume that can be unpredictable and fast paced with inflexible deadlines.
  • Investigative techniques include, but are not limited to, sending emails, phone interviews, reviewing financial documents, submitting public records requests, and reviewing public records, recordings, and videos. Little to no travel is generally required for an investigation.
  • Position requires extensive amounts of writing, including written reports, analyses, advice, memos and emails with multiple rounds of reviews and revisions.
  • Ability to work in an area of moderate noise level with distractions and maintain good working relationship with other employees in the unit/office. Requires daily computer usage, typing, talking, sitting, and standing.
