Position Overview 

The On-Site Support Environmental Scientist/Engineer shall be competent, experienced, and knowledgeable in technical and program support and shall be the primary USAEC Environmental Support Manager (ESM) point of contact for technical coordination of project requirements at the Fort Gordon and Gillem Enclave . 

The position will provide environmental program technical support to meet the requirements of the Army’s Environmental Program in order to implement the Compliance Cleanup Program, the Installation Restoration/Remediation Program, the Military Munitions Response Program (MMRP), and the Underground Storage Tank (UST)/ Aboveground Storage Tank (AST) Program. Technical support will be consistent with CERCLA and RCRA, as well as all local, state, and federal regulations. 

The position will provide comprehensive environmental restoration technical support, assist the installation with the development and implementation of draft environmental guidance for Government approval, address compliance with appropriate laws, regulations and guidance. Responsibilities will also include assisting the Government with coordinating efforts with representatives of federal, state and local regulatory agencies, and program executing agencies. Additionally, they will provide technical assistance and recommendations to the Government in support of permit compliance, renewals and modifications, installation action plan updates, and Investigation Derived Waste Management. 

Essential Functions

  • Travel to Atlanta, GA for two working days per week will be required.
  • Serve as single point of contact for technical coordination of project requirements at Fort Gordon (Augusta, GA) and Gillem Enclave (Atlanta, GA).
  • Perform technical reviews and provide comments or recommended revisions on environmental plans and reports. Provide technical review and recommendations of innovative technologies, technical impracticability waivers, new strategy development, and potential regulatory impact and enforcement liability of impending legislation.
  • Assist with monitoring the technical progress and financial status of each Restoration Program project at the Installation. 
  • Provide Defense State Memorandum of Agreement (DSMOA) program support/input and assist with the development of DSMOA Joint Execution Plans. 
  • Assist the Government with preparing the annual Defense Environmental Programs Annual Report to Congress (DEPARC). 
  • Provide consultative and administrative support during Installation Restoration Advisory Board (RAB) meetings. 
  • Assist in the facilitation of the public involvement requirements of the Environmental Programs to include providing support for organizing and coordinating with the Garrison and community groups and organizations and actively participate in the planning and attend restoration related public meetings. 
  • Provide procedural, organizational, and document preparation support for public meetings. 
  • Provide support to initiate, schedule, and address all public participation aspects of the project (e.g., preparation of briefings, presentations, fact sheets, newsletters, articles/public notices to news media, and notifications to RAB members). Request and address all public comments consistent with the applicable regulatory drivers. 
  • Assist in the preparation of correspondence with Installation personnel, Garrison personnel, Garrison supported organizations, state and federal regulators and the public. 
  • Provide a record of all discussions, meeting minutes, telephone conversations, significant electronic communications (e-mail) and other communications participated in by On-Site Support employee to include preparation of After Action Reports (AAR). 
  • Upload environmental restoration official record copies of reports associated with all cleanup sites monthly to the Army’s cleanup program permanent document repository database. The documents required in HQAES include, but are not limited to, items such as Land Use Control Implementation Plans, RCRA Facility Investigation (RFI) Reports, Statements of Basis (SBs), Corrective Measures Studies (CMSs) and Community Involvement Plans (CIPs). 
  • Update the Administrative Record (AR) and Information Repository (IR) at least monthly. Conduct a review of the documentation in the AR and IR for completeness and ensure document locations are identified in the inventory. 
  • Conduct an on-site evaluation of the current storage locations for the environmental library and prepare an inventory of documents requiring update. Process and store relevant/required documents and maps. 
  • Prepare for and participate in the IAP Review. Provide technical support regarding cleanup strategies employed and provide recommendations/comments regarding same. Ensure Site Narratives within the IAP and in HQAES are consistent with Army guidance. 
  • Conduct a review of Land Use Control (LUC) sites. Review decision document requirements for consistency with the LUCs and Installation Master Plan. Complete an update of the land use control documentation, to include GIS update. Review the LUC Implementation Plan and make recommendations for update. 
  • Prepare CTC packages to include CTC estimates, supporting documentation, cost requirements spread, and phase schedules. Prepare package support for CTC roll-forward requirements. The Government will provide access and training for WEBCASS-E and Environmental Liabilities courses. 
  • Ability to obtain a Common Access Card for Installation and computer network access. 

Minimum Qualifications (Education and Experience) 

  • A bachelor’s degree in engineering, geology, or a physical science-related field.
  • Ability to travel to Atlanta, GA for two working days per week.

  • At least five (5) years of experience performing Environmental Restoration Program Technical Support functions in an environmental field. 
  • Working knowledge of applicable RCRA and CERCLA regulations, and guidance. 
  • Has a working knowledge firm-fixed price and performance-based contracts.
  • Experience with environmental assessment and remediation of contaminated sites. 
  • Experienced in public relations, partnership building, and project management. 
  • Must have U.S. citizenship. 
  • Must obtain/maintain a Common Access Card for Installation and computer network access. 
  • Must be able to pass a background/security check. 

Preferred Qualifications:  

  • Army-specific experience performing Cost-to-Complete Memoranda for Record (CTC MFRs).

Travel from Augusta, GA to Atlanta, GA, two working days per week. Travel is company-paid and includes hotel and per diem.

 

Salary Range (Commensurate with experience)  

$70,000/year - $102,000/year
