Description

Provides services to water and gas customers. Installs and maintains water and gas meters and regulators. Turns meters on and off. Services customer appliances; checks customer’s gas appliances for proper operation and no leakage prior to providing gas to the customer. Investigates causes for high bills and stopped meters and acts as a first responder to water and gas leak calls.



The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.

  • Responds to water and gas emergency situations by arriving within 20 minutes; analyzing the severity of the situation; locating the leak and making repairs if possible; and turning the meters off, if necessary, to keep customer and property safe until repair can be made.
  • Ensures water and gas distribution systems are safe and reliable by monitoring odorant levels at checkpoints throughout the gas system; maintaining meters and regulators; and recognizing abnormal conditions that might affect the safety of the public.
  • Ensures safe operating conditions inside the customer's home by checking fuel pipes, water and gas lines, appliances for leaks and proper installation; and responding to calls regarding gas smell and meter damages.
  • Installs water meters per customer needs by preparing meter box for installation; drilling for and installing antennae and module for automated metering; and filling out appropriate paper work for the billing office.
  • Installs regulator and gas meters per customer needs with appropriate piping by turning on the meter and checking for leaks; and installing and programming the module for automated metering.
  • Services the customers’ appliances by connecting and disconnecting supply lines; checking for proper ventilation; replacing valves on supply lines; and changing mantels and globes on gas lights.
  • Investigates reports of high bills and stopped water or gas meters by checking meter operation; ensuring meters are not tampered; checking for leaks; and ensuring modules are reporting correctly.
  • Turns water and gas meters off when the customer vacates the property, meters are damaged, customers are behind in their payment, and/or meters are damaged. Turns water and gas meters on for new customers.
  • Fits pipes for new and altering services.

ADDITIONAL DUTIES

  • Performs additional duties as assigned.

Education and Experience
High School Diploma or GED; basic computer skills; and three to five years of experience.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

Certifications/Licenses
  • Valid Driver’s License with acceptable driving record according to City Criteria

Reading
Intermediate: Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses.

Basic: Ability to write simple sentences containing subject, verb, and object, and/or series of numbers, names, and addresses.

Intermediate: Ability to deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.

Requires providing basic information to others outside direct reporting relationships on procedures or general policies. Contact may require the consideration of different points of view to reach understanding and gain cooperation and acceptance of ideas.

Independence and Decision-Making
Normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Technical Skills
Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

May occasionally direct helpers, assistants, seasonal employees, interns or temps.

PHYSICAL DEMANDS

  • Work requires heavy physical effort, exerting 50-100 lbs. occasionally, 10-25 lbs. frequently, or up to 10-20 lbs. constantly.
  • Frequent standing, walking, lifting, pushing/pulling, handling, kneeling, crouching, bending, and twisting.
  • Occasional sitting, carrying, reaching, fine dexterity, crawling, climbing, and balancing.

  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and predictable attendance is expected.
  • May occasionally experience time pressure, emergency situations, and irregular work schedule/overtime.
  • May rarely experience frequent change in tasks, performing multiple tasks simultaneously, and working closely with others as part of a team.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE

Typically requires use of computer and related hardware and software, including hand-held meter programmer software; Operator Qualification training and testing, Flex Net Program; and any other equipment as appropriate or required.

WORK ENVIRONMENT

The work is typically performed outdoors, where there is occasional exposure to fire hazards and wetness/humidity. There is rare exposure to mechanical hazards, explosives, and physical danger or abuse.

The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, safety glasses, flame-retardant clothing, hearing and eye protection, etc.); and any other equipment as apparent or assigned.
